Your PS3 is acting that way because its 110 degrees, which gives just about any console or computer problems (At least you don't live in Phoenix). Perfectly normal for the fan to kick it in high gear.
Best thing you can do is try to keep the room as cool as possible with A/C or a big fan. And ya, that sound is the fan. I've kept my PS3 in much harsher conditions (I live in Southern Cali too) and it gives a warning when it's about to overheat. The power light turns red and a system message appears saying that it's going to overheat
